libscotchmetis-dev software package provides programs and libraries for graph, mesh and hypergraph partitioning, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libscotchmetis-dev
libscotchmetis-dev is installed in your system.
Make ensure the libscotchmetis-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libscotchmetis-dev *
You will get with libscotchmetis-dev package name, version, architecture and description in a table
